How to enter the ballot
STEP 1
Check if you are eligible
- be at least 18 years old
- be a New Zealand Citizen, Permanent Resident or a Resident Visa holder who is ‘ordinarily resident in New Zealand’
- not currently own a home in New Zealand or overseas
- have a pre-tax income from the previous 12 months of:
- $120,000 or less for a single buyer; or
- $180,000 or less combined for two (or more) buyers.
- at least one year for a studio or one bedroom home
- at least three years for a home with two bedrooms or larger.
Having your eligibility for KiwiBuild pre-approved can help speed up the purchase process when you have found a KiwiBuild home you would like to buy. You will also need to be pre-approved in order to enter the draw for any homes sold by ballot.
After you have had all your documents certified by an authorised person, you can submit your eligibility application to KiwiBuild. You will need to:
- Create a KiwiBuild account
- Upload your certified eligibility documents
- Upload your signed statutory declaration
- Submit your application to the KiwiBuild team
Please allow for up to five working days for your application to be processed. You will receive a notification from the KiwiBuild team if your application has been approved, or if you need to provide any additional information.
Your eligibility pre-approval will last for six months. You will receive a notification from the KiwiBuild team to update your details if you are getting close to expiry.

Enter the ballot
All KiwiBuild homes sold by ballot will be announced in advance and before entries into the draw start being accepted. This is to provide time for interested buyers to complete an eligibility application and get their finances ready.
Once the entry period has closed, the KiwiBuild team will check the entries and draw the ballot at random for each home in the draw. The successfully drawn entrants will then have the opportunity to proceed with purchasing the home and continue with the terms and conditions of purchase.
To enter a ballot, you will need to:
- Submit your eligibility application to KiwiBuild
- Find the balloted homes in the Buyer Portal that you are interested in
- Enter the ballot draw when the entry period opens
You can enter as many draws as you like, but you can only be successfully drawn for one and your name will be automatically removed from any additional ballots you have entered.
